In order to realize the reconstruction of Fukushima, the project is divided into four phases. Phase 1 focuses on the construction of tectonics in order to decommission the nuclear plant, and Phase 2 focuses on the operation of the tectonics. Phase 3 expand the reconstruction outside the plant, and Phase 4 is completion in 2300.

In order to promote faith in reconstruction and female empowerment in Japan, each intervention adopts symbolism from Japanese female icons, and as a team they form the ‘Guardians of Fukushima’. Each character is widely recognized by the people, which is aimed to drive the distribution of this project and gain public support.
However, as the characters represent femininity in Japan, they each have a negative background. The aim of referencing the characters is not only to exhibit their ‘femininity’ against the “the big people” and propose an alternative reconstruction of Fukushima, but also to rebrand ‘femininity’ and the gender roles imposed on Japanese women in order to prove that “We Can Do It”.
